In recent years in the country favorable conditions for implementation of business activity in the field of telecommunications are created. In particular, for last period the licensing procedure on implementation of activities for designing, construction, operation and rendering services of networks of telecommunications is simplified. The payment procedure of charges and the state fee for licensing by means of single billing system is established.
However lack of the separate sizes of rates of the state fee for issue of licenses for the virtual mobile operators (providers) who do not have own communication network and rendering services of radiotelephone (cellular) communication through the communication networks existing at mobile operators, and also the high amount of the annual state taxes established for the license for designing, construction, operation and rendering services of networks of distribution (broadcasting) telebroadcasts, and complexity of the operating payment procedure of the state fee limit further development of business activity in these spheres.
This Law makes changes and additions to the Law of the Republic of Uzbekistan "About the state fee", providing optimization of the amount of the state tax for issue of licenses for rendering services of networks of mobile radiotelephone (cellular) communication by virtual mobile operators (providers), and also reduction of the amount of the state tax for licensing for designing, construction, operation and rendering services of networks of distribution (broadcasting) telebroadcasts and creation of possibility of its payment by installments within year.
