For the purpose of enhancement of legal regulation of questions of acquisition and use of vehicles:

1. Determine that:

1.1. legal entities have the right to perform acquisition on paid basis, including under agreements of finance lease (leasing) (further – acquisition), cars for the purpose of their use as official and special cars in case of absence during the last three calendar months before date of their acquisition (the conclusion of the agreement) of overdue debt по*:

to salary payment;

to payments for the consumed energy resources;

to obligatory payments in the budget, the state trust budget and off-budget funds;

to the credits obtained under guarantee of the Government of the Republic of Belarus, and also under the guarantees issued by local executive and administrative organs;

* Except for legal entities who are granted delay (payment by installments) of repayment of overdue debt or other measures of the state support for its repayment are established.

1.2. the state legal entities, economic societies, banks, agricultural organizations, and also the unitary enterprises as which founders the organizations from shares of the state more than 50 percent act for use as the official and special cars which are not requiring retrofitting by installation by special processing equipment conduct procurement of cars of domestic manufacturer at joint private company "BELDZhI" or the sales organizations (official sales representatives) using procurement procedure from one source if other is not established by part two of this subitem.
