This Federal Law establishes the legal basis of carrying out complex of works on destruction of the chemical weapon which is stored in the territory of the Russian Federation, and on safety of citizens and environment protection when carrying out the specified works.

Chapter 1. General provisions

Article 1. The basic concepts and their determinations used in this Federal Law

For the purpose of this Federal Law the following concepts and their determinations are used:

chemical weapon - in total or separately the toxic chemicals, ammunition and devices which are specially intended for deadly defeat or causing other harm due to toxic properties of the toxic chemicals released as a result of use of such ammunition and devices and also the equipment specially held for use is direct in connection with use of the specified ammunition and devices;

destruction of chemical weapon - process of irreversible transformation of toxic chemicals, ammunition and devices, the equipment for the purpose of reduction in the condition not suitable for use as chemical weapon;

transportation of chemical weapon - movement of chemical weapon on special road or rail transport from object for storage of chemical weapon to object for destruction of chemical weapon;

object for storage of chemical weapon - set of specially allocated and protected territory on which chemical weapon, and the main and auxiliary buildings and constructions intended for its storage resides;

object for destruction of chemical weapon - set of specially allocated and protected territory and the main and auxiliary buildings and constructions intended for the destruction of chemical weapon, storage, utilization and waste disposal which are formed in the course of destruction of chemical weapon;
