1) in Article 19:
a) shall be replaced with words the word "Notaries" "1. Notaries";
b) add with parts 2 - 6 following contents:
"2. Notaries within the state system of free legal aid proceeding from the powers certify powers of attorney on representation by the state legal bureaus and lawyers who are participants of the state system of free legal aid, interests of citizens in courts, the state and municipal authorities, the organizations according to the procedure, the established legislation of the Russian Federation on notariate.
3. Powers of attorney on representation of interests of the citizens having the right to free legal aid in courts, the state and municipal authorities, the organizations make sure of the cases provided by part 3 of article 20 of this Federal Law and the laws of subjects of the Russian Federation notaries free of charge. For the certificate of such powers of attorney the citizens having the right to free legal aid in the specified cases represent to notaries the agreements signed with lawyers according to article 25 of the Federal Law of May 31, 2002 No. 63-FZ "About lawyer activities and legal profession in the Russian Federation" or with the state legal bureaus.
