Article 1

Bring in the Federal Law of December 20, 2004 No. 166-FZ "About fishery and preserving water biological resources" (The Russian Federation Code, 2004, No. 52, Art. 5270; 2007, No. 50, Art. 6246; 2008, No. 49, Art. 5748; 2011, No. 1, Art. 32; 2021, No. 18, Art. 3061; 2022, No. 1, Art. 55) following changes:

Shall be replaced with words 1) regarding the 4th Article 22 of the word "and also when carrying out by zoos, oceanariums, the museums, circuses and other organizations of culture of cultural and educational and spectacular and entertaining actions" "and also when implementing of culture of cultural and educational activities by the organizations";

Part 7 of Article 26 to state 2) in the following edition:

"7. Implementation is forbidden:

1) industrial fishery and inshore fishing concerning cetacea;

2) fisheries in the educational and cultural and educational purposes in the relation of marine mammals, except as specified production (catch) of marine mammals, the stipulated in Article 29.5 presents of the Federal Law.";

To add 3) with Article 29.5 of the following content:

"Article 29.5. Production (catch) of marine mammals

1. Implementation of production (catch) of marine mammals is allowed if fishery concerning them is not forbidden or is not limited according to this Federal Law.

2. Production (catch) of marine mammals in the educational and cultural and educational purposes is performed based on the stipulated in Article 33.2 presents of the Federal Law of the decision on provision of marine mammals in use for implementation of the fishery in the educational and cultural and educational purposes accepted according to the decision of the commission created by the Government of the Russian Federation.
