About modification of separate legal acts of the Russian Federation

Article 1

The Federal Law of July 31, 1998 No. 155-FZ "About internal sea waters, the territorial sea and contiguous zone of the Russian Federation" (The Russian Federation Code, 1998, No. 31, the Art. 3833) to add with Article 13.1 of the following content:

"Article 13.1. Navigation of the autonomous foreign warships and other autonomous national courts operated in non-commercial purposes in internal sea waters, in the territorial sea

1. The concept "autonomous vessel" is used in this Article in the value determined by the Maritime Code of the Russian Federation.

2. Navigation of the autonomous foreign warships and other autonomous national courts operated in non-commercial purposes in internal sea waters and in the territorial sea is forbidden, except as specified navigations of such autonomous foreign warships and other autonomous national courts with the permission of federal executive body in the field of defense in maintenance and according to instructions of the commander of the warship of the Russian Federation.".

Article 2

Bring in the Maritime Code of the Russian Federation (The Russian Federation Code, 1999, No. 18, Art. 2207; 2005, No. 52, Art. 5581; 2007, No. 46, Art. 5557; No. 50, Art. 6246; 2011, No. 25, Art. 3534; No. 45, Art. 6335; 2012, No. 18, Art. 2128; 2013, No. 30, Art. 4058; 2014, No. 48, Art. 6659; 2015, No. 29, Art. 4339; 2016, No. 27, Art. 4215; 2018, No. 32, Art. 5089; 2019, No. 48, Art. 6739; 2021, No. 24, Art. 4199; 2023, No. 10, Art. 1574) following changes:

Article 7 to add 1) with Item 7 of the following content:

"7. The autonomous vessel in this Code is understood as the self propelled vessel, management processes of which depending on availability or absence of crew onboard the vessel partially (the semiautonomous vessel) or completely (completely autonomous vessel) are performed in the automatic mode.

The semiautonomous vessel in this Code is understood as the vessel with crew onboard, capable to perform swimming without continuous execution of tradable watch by crew.

Completely autonomous vessel in this Code is understood as the vessel capable to perform swimming without crew onboard.";

Article 8 after the word "shipowner" to add 2) with words "(the owner of the vessel)";

Article 10 after the words "For the purposes of Articles" to add 3) with figures "106.5,";

Paragraph 3 of Chapter II to add 4) with Article 21.1 of the following content:

"Article 21.1. Identification of the autonomous vessel

Stipulated in Article the 20th of this Code, the unique identifier of the autonomous vessel allowing to determine national identity of the autonomous vessel and its owner is appropriated to the autonomous vessel along with the name. The format of the unique identifier of the autonomous vessel, procedure for its assignment and the requirement to its drawing on the case of the autonomous vessel are established by federal executive body in the field of transport.";

5) in Item 2 of Article 24:

a) paragraph one after the word "publish" to add with words "(including concerning the autonomous courts and courts transporting special personnel)";

b) add with paragraphs of the following content:

"The Russian organizations authorized on classification and survey of courts publish requirements to technical means on control of autonomous vessels and issue confirmations of conformity of technical means on control of autonomous vessels to the specified requirements.

The Russian organizations authorized on classification and survey of courts grant the certificate for transportation of special personnel confirming vessel compliance to rules concerning the courts transporting special personnel.";

Article 27 to add 6) with Items 3 - 6 following contents:

"3. The ship ticket of small size completely autonomous vessel can not be onboard the vessel and in cases, stipulated by the legislation the Russian Federation, is shown by the shipowner in electronic form.

4. Small size completely autonomous vessel shall not have the muster roll provided by the subitem 2 of Item 1 of this Article.

5. Stipulated in Item 1 articles 25 of this Code the logbook, the engineer's log, the radio magazine and the sanitary magazine of completely autonomous vessel are kept by the owner of completely autonomous vessel in electronic form according to the procedure, established by federal executive body in the field of transport.

6. The ship's papers provided by this Code can not be onboard completely autonomous vessel and are shown by the shipowner in electronic form when implementing the state port control, stipulated in Article 79th of this Code, and also in other cases provided by this Code, other Federal Laws, other regulatory legal acts of the Russian Federation, international treaties of the Russian Federation.";
