This Law determines the legal basis of the organization and voluntary individual and collective participation of citizens in ensuring public order.

Chapter 1. General provisions

Article 1. Basic concepts

In this Law the following basic concepts are used:

1) public order - system of the public relations which existence ensures personal and public security;

2) important social and political and other actions - the official events held according to the decree or the order of the President of the Republic of Tajikistan, resolutions of Majlisi milli and Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan or the Government of the Republic of Tajikistan and other events held within power of local executive bodies of the government and concerning which special security measures are implemented;

3) representatives of institutes of civil society are members, workers or activists of public associations, scientific, creative and other non-profit organizations;

4) the citizens rendering assistance to law enforcement agencies - freelance employees, members of voluntary teams, public councils, councils of veterans, and also other persons rendering assistance in ensuring public order and fight against crime;

5) participation of citizens in ensuring public order - assistance to law enforcement agencies, except for bodies of prosecutor's office, for the purpose of protection of life and health, rights and freedoms of man and citizen, property, interests of society and the state.
