Chapter 1. General provisions

Article 1. Tasks of this Law

Tasks of this Law are:

1) creation condition, for rendering communication services;

2) assistance to process of implementation in practice modern technologies, and standards in the field of electric communication;

3) protection of interests of users communication services and business entities in the field of communication;

4) ensuring healthy and fair competition in the market of communication services;

5) creation condition, for development of communications infrastructure, ensuring its connection with the international communication networks;

6) ensuring centralized management of radio-frequency resources, including resources of numbering and orbital and frequency resources;

7) creation condition, for ensuring requirements, in communication for public administration, defense of the country, homeland security and protection of law and order;

8) creation of conditions for uniform development and upgrade of information and telecommunication systems and networks;

9) assistance to development of requirements to improvement of quality of services of electric communication;

10) creating favorable conditions for simplification of access for citizens to services of electric communication;

11) acceleration of projects implementation on digitalization and programs for elimination of digital inequality in society;
