Article 1. Bring in the Law of the Republic of Belarus of July 17, 2008 No. 427-Z "About mass media" the following changes:
1. In Article 1:
state Item 3-2 in the following edition:
"3-2. The owner of the news aggregator - the legal entity, the individual entrepreneur exercising rights of possession, uses and (or) orders of the news aggregator.";
add Article with Item 3-3 of the following content:
"3-3. The owner of online media - the owner of the Internet resource which underwent state registration according to the procedure, established by this Law.";
state Item 12-1 in the following edition:
"12-1. The news aggregator - Internet resource which is used for processing, structuring and distribution of information messages and (or) materials on the global computer Internet and on which at least fifty news materials a day within five days in a row are placed and the amount of the news materials borrowed from different sources exceeds 50 percent from total quantity of the placed information messages and (or) materials in days. Online medias, the official websites and other Internet resources of republican state bodies, local executive and administrative organs, other state bodies and the state organizations, and also online stores are not news aggregators.";
add Article with Items 12-2 and 12-3 of the following content:
"12-2. News materials - the information messages and (or) materials containing information on the current questions in economic, political, social, scientific and technological, ecological, military and other spheres of life activity of the state and society.
12-3. Obligatory public packet of TV programs - the list of TV programs obligatory for distribution by distributors of products of television mass media in the territory of the Republic of Belarus.";
