1. To the Ministry of Industry and Trade of the Russian Federation to perform in accordance with the established procedure issue of general licenses for export of the affined gold, silver, platinum and metals of platinum group (palladium, rhodium, iridium, ruthenium, osmium) in the form of ingots, granules and powders (further - the affined precious metals) based on the statement for issue of the general license for export of the affined precious metals approved by the Ministry of Finance of the Russian Federation:

a) to the subjects of production of precious metals and the organizations having the right to perform refining of precious metals, according to the list of such organizations approved by the Government of the Russian Federation (further respectively - subjects of production, the affinaging organizations), for export of the affined precious metals which are in their property or which will be in their property when placing under customs procedure of export;

b) to subjects of production and the affinaging organizations for export of the affined precious metals realized in the foreign market under the commission agreements signed with owners of the affined precious metals.

2. To the Ministry of Finance of the Russian Federation to perform in accordance with the established procedure approval of statements for issue of the general license for export of the affined precious metals on condition of representation by subjects of production and the affinaging organizations of the copies of the documents certifying emergence of the property right at the subject of production or the affinaging organization to the amount of the affined precious metals, or copies of the commission agreements signed with owners of the affined precious metals declared to export certified in accordance with the established procedure.
