Article 1

Part 3 to add 1) with offers of the following content: "If purchase and sale agreements of foreign currency at the organized biddings are signed with the central partner, being authorized bank, can be allowed to participation in these organized biddings also registered in the foreign states included in the list approved by the Government of the Russian Federation, foreign banks (foreign credit institutions) operating on its own behalf and at own expense and the foreign legal entities performing the activities similar to activities of the broker (further - foreign brokers) provided that for such foreign banks (foreign credit institutions) and foreign brokers their personal law does not provide prohibition on the conclusion of the specified agreements. The Bank of Russia has the right to establish additional requirements to foreign banks (foreign credit institutions) and foreign brokers, in case of compliance to which specified persons can be admitted to organized trading by foreign currency. The Bank of Russia has the right to set restrictions on the purchase and sale agreements of foreign currency signed at the organized biddings by foreign banks (foreign credit institutions) and foreign brokers including restrictions regarding amount of transactions and (or) foreign currency concerning which purchase and sale agreements can be signed.";
