In recent years in the country large-scale reforms on education spiritually and physically developed generation, to development of physical culture and sport, including broad involvement of youth in soccer, creation of effective system of training of perspective and talented players, trainers and judges on the basis of the international requirements and standards in the field of soccer, and also to forming of high-quality sports reserve for the national teams of teams and professional football clubs are performed.

At the same time today there is need of further development of system of selection (selection) of young talented players and football infrastructure, increase in efficiency of activities of sports schools for soccer on new level, effective use of mechanisms of marketing and modern management in the field of, prolongation of effective period of the operating tax benefits for the purpose of increase in level of the held competitions.

This Law will serve adjustment of system of matching, selection of young talented players and preparation them as professional athletes, to development of activities of football clubs, the effective organization of educational and training process for national teams, to providing the organization in our country at the high level of large international competitions in soccer, including world championships and the continent among youthful, youth and women's teams.
