Article 1

1) in part 10 of Article 7 of the word", except as specified, provided by part 9.1 of article 9 of this Federal Law," to exclude;

2) in Article 8:

a) add with parts 3.1 - 3.15 following contents:

"3.1. The operator on money transfer shall perform verification of presence of signs of implementation of money transfer without the voluntary consent of the client, namely without the consent of the client or with the consent of the client received under the influence of deception or in case of confidence abuse (further in case of joint mentioning - money transfer without the voluntary consent of the client), until cash write-off of the client (in case of making of transaction with use of payment cards, transfer of electronic money or money transfer with use of service of bystry payments of payment system of the Bank of Russia) or in case of acceptance to execution of the order of the client (when implementing money transfer in other cases).

3.2. Verification of presence of signs of implementation of money transfer without the voluntary consent of the client is performed taking into account information specified in part 3.12 of this Article if it is provided by rules of payment system within which money is transferred.

3.3. Signs of implementation of money transfer without the voluntary consent of the client are established by the Bank of Russia and posted on its official site on the Internet.
