The Criminal Code of the Russian Federation (The Russian Federation Code, 1996, No. 25, the Art. 2954) to add with Article 217.3 of the following content:
"Article 217.3. Violation of requirements to anti-terrorist security of objects (territories)
1. The violation of requirements to anti-terrorist security of objects (territories) which is commited by person after its numerous administrative prosecution for similar act if this violation entailed on imprudence causing severe harm to health of the person or causing major damage, except as specified, provided by Articles 217.1 and 263.1 of this Code, -
it is punished by penalty at the rate to eighty thousand rubles or in the amount of the salary or other income of the convict for the period up to six months, or restriction of freedom for a period of up to three years, or imprisonment for the same term with deprivation of the right to hold certain positions or to be engaged in certain activities for a period of up to three years or without that.
2. The violation of requirements to anti-terrorist security of objects (territories) which is commited by person after its numerous administrative prosecution for similar act if this violation entailed on imprudence the death of the person, except as specified, provided by Articles 217.1 and 263.1 of this Code, -
it is punished by imprisonment for a period of up to five years with deprivation of the right to hold certain positions or to be engaged in certain activities for a period of up to three years or without that.
3. The violation of requirements to anti-terrorist security of objects (territories) which is commited by person after its numerous administrative prosecution for similar act if this violation entailed the death of two or more persons, except as specified, provided by Articles 217.1 and 263.1 of this Code on imprudence, -
