Article 1

Bring in the Federal Law of December 27, 2018 No. 498-FZ "About the responsible treatment of animals and about modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2018, No. 53, Art. 8424; 2021, No. 24, Art. 4188; 2022, No. 29, Art. 5236; No. 41, Art. 6958) following changes:

Item 2 of Article 3 to state 1) in the following edition:

"2) activities for the treatment of animals without owners - the activities including implementation of actions for catching of animals without owners including their transportation, and (or) other actions, stipulated by the legislation in the field of the treatment of animals;";

2) in Article 7:

a) add part 1 with Item 3.1 of the following content:

"3. 1) organization of events when implementing activities for the treatment of animals without owners;";

b) add with part 4 following of content:

"4. Public authorities of subjects of the Russian Federation have the right to establish the legal act procedure of activities for the treatment of animals without owners and to determine the list of actions when implementing such activities.";

Item 1 of part 5 of Article 13 to state 3) in the following edition:

"1) to exclude possibility of free, uncontrollable movement of animal out of the places permitted by the decision of local government body for range of animals;";

Part 3 of Article 17 to state 4) in the following edition:

"3. Activities for the treatment of animals without owners shall conform to requirements of the legislation in the field of the treatment of animals.";
