1) in Article 51:

a) recognize parts 2 and 3 invalid;

b) state part 4 in the following edition:

"4. Forest conservation from the fires includes forest fire zoning, accomplishment of measures of fire safety in the woods, suppression of wildfires, and also accomplishment of measures of the emergency reaction.";

To add 2) with Article 51.1 of the following content:

"Article 51.1. Forest fire zoning

1. Depending on natural fire risk of the woods forest conservation zones from the fires are allocated with different methods (with use of land, aviation or space means) (forest fire zoning).

2. In case of forest fire zoning the territories in which suppression of wildfires is performed taking into account the features established by the federal executive body exercising federal state forest control (supervision) (zone of control of wildfires) are allocated.

3. Forest fire zoning, including standard rates and criteria of allocation of zones of control of wildfires, is established by the federal executive body exercising federal state forest control (supervision).";
