Article 1

Bring in the Federal Law of April 25, 2002 No. 40-FZ "About obligatory civil liability insurance of owners of vehicles" (The Russian Federation Code, 2002, No. 18, Art. 1720; 2007, No. 49, Art. 6067; 2012, No. 31, Art. 4320; 2014, No. 30, Art. 4224; 2017, No. 14, Art. 2008; 2018, No. 32, Art. 5076; 2019, No. 18, Art. 2212; 2020, No. 22, Art. 3382; 2021, No. 27, Art. 5159, 5171; 2022, No. 29, Art. 5294) following changes:

1) in Article 9:

a) in Item 3:

the paragraph one to state in the following edition:

"3. The Bank of Russia establishes coefficients of insurance rates depending on:";

state the subitem "d" in the following edition:

"e) the duration of the agreement of compulsory insurance (except for the short-term agreement of the compulsory insurance specified in Item 3.1 of article 10 of this Federal Law), seasonal and other temporary use of the vehicle;";

b) add with Item 3.1 of the following content:

"3.1. The insurer establishes decreasing coefficients of insurance rates depending on effective period of the short-term agreement of the compulsory insurance specified in Item 3.1 of article 10 of this Federal Law.";

c) in item 4 of the word "with subitems "a" - "ñ" Item 3" shall be replaced with words "with subitems "a" - "д" Item 3 and Item 3.1";

d) Item 5 after words "base rates of insurance rates," to add with the words "decreasing coefficients of insurance rates depending on effective period of the short-term agreement of the compulsory insurance specified in Item 3.1 of article 10 of this Federal Law";
