About introduction of amendments to the Federal law "About Seed Farming" and separate legal acts of the Russian Federation

Article 1

Bring in the Federal Law of December 30, 2021 No. 454-FZ "About seed farming" (The Russian Federation Code, 2022, No. 1, Art. 23; 2023, No. 1, Art. 83) following changes:

1) in Article 1:

a) add with Item 13.1 of the following content:

"13. 1) domestic selection of grade or hybrid of agricultural plant (further - domestic selection) - the selection performed completely in the territory of the Russian Federation by the Russian physical person, including the individual entrepreneur, or the Russian legal entity at the same time for reproduction of grade or hybrid of agricultural plant is not required import of genetic material of agricultural plants to the territory of the Russian Federation;";

b) to add Item 16 after the words "for the purpose of receipt of seeds of agricultural plants" with words ", performed taking into account requirements of space isolation";

c) add with Item 16.1 of the following content:

"16. 1) space isolation - the actions directed to prevention of intraspecific cross-pollination of agricultural plants including establishment of distance between crops (landings) of different grades or hybrids of cross-pollinated agricultural plants and use of the isolating devices, for production of seeds of agricultural plants and agricultural products;";

d) in Item 19 of the word "and to use" to exclude;

e) add with Item 19.1 of the following content:

"19. 1) selection of grade or hybrid of agricultural plant (further - selection) - the activities directed to creation (obtaining) of grade or hybrid of agricultural plant;";

e) add with Item 24.1 of the following content:
