Article 1

Article 52 of the Federal Law of July 31, 2020 No. 248-FZ "About the state control (supervision) and municipal control in the Russian Federation" (The Russian Federation Code, 2020, No. 31, the Art. 5007) to add with parts 10 - 13 following contents:

"10. Controlled person has the right to file in regulatory (supervising) authority petition for carrying out concerning his preventive visit (further also in this Article - the statement of controlled person).

11. The regulatory (supervising) authority considers the application of controlled person within ten working days from registration date of the specified statement and makes the decision on holding preventive visit or on refusal in its carrying out taking into account material, financial and personnel resources of regulatory (supervising) authority, category of risk of object of control about what notifies controlled person.

12. The regulatory (supervising) authority makes the decision on refusal in holding preventive visit according to the statement of controlled person on one of the following bases:

1) from controlled person the notification on withdrawal of the statement for holding preventive visit arrived;

2) within two months before date of filing of application of controlled person by regulatory (supervising) authority the decision on refusal in holding preventive visit was made on this controlled person;

3) within six months before date of filing of application of controlled person holding preventive visit was impossible due to the lack of controlled person in the place of implementation of activities or in connection with other actions (failure to act) of controlled person which entailed impossibility of holding preventive visit;
