About introduction of amendments to some laws of Ukraine concerning regulation of competitive appointment procedure of heads of utility cultural institutions and forming of basic network of cultural institutions

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Law of Ukraine "About theaters and theatrical case" (Sheets of the Verkhovna Rada of Ukraine, 2005, No. 26, Art. 350; 2014, No. 5, Art. 62; 2021, No. 50, Art. 396):

The paragraph the fourth to state 1) to part one of Article 18 in the following edition:

"develops and approves methodology and reporting documentation which is connected with collection and use of administrative data on activities of theaters, in coordination with the central executive body realizing state policy in the field of statistics";

The paragraph the fifth parts two of Article 21 to exclude 2).

2. In the Law of Ukraine "About culture" (Sheets of the Verkhovna Rada of Ukraine, 2011, No. 24, Art. 168; 2016, No. 10, Art. 103; 2021, No. 31, Art. 246):

Part one of Article 21 to add 1) with the paragraph the second the following content:

"Heads of utility cultural institutions in settlements with the population to 5 thousand inhabitants can be appointed to position without carrying out tender by the conclusion of the contract with them by results of interview on condition of observance of the requirements provided by paragraph one of part one of article 21-1 of this Law";

Paragraph two of part two of Article 22 to replace 2) with two new paragraphs of the following content:

"The institution exception of basic network of cultural institutions, its reorganization or liquidation are performed only under approval of the relevant central executive body providing forming of state policy in the field of culture and/or cinema and/or other spheres to which activities of this institution, treat with simultaneous informing the central executive body realizing state policy in spheres of arts and specialized art education in a month.
