Article 1

Preamble to state 1) in the following edition:

"Natural medical resources, medical and improving areas and resorts are national property of the Russian Federation and belong to especially protected territories and objects having features in use and protection and intended for the organization of sanatorium treatment and medical rehabilitation.";

Article 1 to state 2) in the following edition:

"Article 1. Basic concepts

1. In this Federal Law the following basic concepts are used:

natural medical resources - natural resources and conditions which have medicinal properties and can be used for the organization of sanatorium treatment and medical rehabilitation;

the medical and improving area - the territory having natural medical resources and suitable for the organization of sanatorium treatment and medical rehabilitation;

the resort - the territory having natural medical resources suitable for the organization of sanatorium treatment and medical rehabilitation and having necessary resort infrastructure;

the medical and improving area of federal importance, the resort of federal importance - the medical and improving area, the resort which are under authority of federal executive bodies;

the medical and improving area of regional value, the resort of regional value - the medical and improving area, the resort which are under authority of public authorities of the subject of the Russian Federation;

the resort region - the adjacent territories which are in borders of two or more subjects of the Russian Federation in which resorts, medical and improving areas, and (or) other adjacent territories having natural medical resources suitable for the organization of sanatorium treatment and medical rehabilitation are located;

resort infrastructure - set of the objects intended for the organization of sanatorium treatment and medical rehabilitation, and also subjects to welfare, sports appointment, recreational appointment, subjects to improvement and objects of utility and transport infrastructure, necessary for their functioning;

resort case - activities for the organization of sanatorium treatment and medical rehabilitation on the basis of use of natural medical resources, on studying of properties of natural medical resources and mechanisms of their action, and also on protection of natural medical resources;

the district of sanitary (mountain and sanitary) protection of natural medical resource (further also - the district of sanitary (mountain and sanitary) protection) - zone with special conditions of use of the territory in which borders the restrictions of use of the parcels of land providing preserving natural medical resources are provided;

users - the legal entities and physical persons performing use of natural medical resources;

resort fund of the Russian Federation - set of all revealed and considered natural medical resources, medical and improving areas, resorts and resort regions, and also the sanatorium organizations.

2. The concepts "sanatorium treatment", "medical rehabilitation" are used respectively in the values specified in the Federal Law of November 21, 2011 to No. 323-FZ "About bases of protection of public health in the Russian Federation".";

3) in Article 2:

a) state Item 1 in the following edition:

"1. The legislation on natural medical resources, medical and improving areas and resorts consists of this Federal Law, other Federal Laws adopted according to them other regulatory legal acts of the Russian Federation, and also the laws and other regulatory legal acts of subjects of the Russian Federation.";

b) state Item 2 in the following edition:

"2. The legislation on natural medical resources, medical and improving areas and resorts governs the relations in the field of use and protection of natural medical resources, medical and improving areas and resorts.";

4) in Article 2.1:

"Article 3. Recognition of the territory by the medical and improving area, resort or resort region, establishment, change of borders, abolition of the medical and improving area, resort or resort region

1. Recognition of the territory by the medical and improving area, resort or resort region is performed based on special balneological, hydrogeological and other researches. The list and procedure for carrying out such researches are established by the Government of the Russian Federation.

2. The territory can be recognized as the medical and improving area or the resort only in case of stay in borders of this territory of natural medical resource, data on which are entered in the state register of resort fund of the Russian Federation.

3. The medical and improving area and the resort can have federal or regional importance.

4. The territory is recognized the medical and improving area of federal importance, the resort of federal importance or the resort region the Government of the Russian Federation based on joint representation of the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of resort case, and the supreme executive body of the subject of the Russian Federation in which borders there is such territory and also body of the public power of the federal territory Sirius if such territory is in borders of the federal territory Sirius.
