Bring in the Federal Law of April 6, 2011 No. 63-FZ "About the digital signature" (The Russian Federation Code, 2011, No. 15, Art. 2036; No. 27, Art. 3880; 2013, No. 27, Art. 3477; 2014, No. 11, Art. 1098; No. 26, Art. 3390; 2016, No. 1, Art. 65; 2019, No. 52, Art. 7794; 2020, No. 24, Art. 3755; 2021, No. 9, Art. 1467; No. 27, Art. 5187; 2022, No. 29, Art. 5306; No. 52, Art. 9366; 2023, No. 1, Art. 16) following changes:

1) in Article 7:

a) regarding 1 word "parts 3" shall be replaced with words "parts 3 and 4";

b) add with part 4 following of content:

"4. In the absence of the international treaty of the Russian Federation specified in parts 3 of this Article, digital signatures created according to rules of law of foreign state and international standards can be applied in legal relationship between participants of electronic interaction based on the agreement between such participants. In that case digital signatures are recognized valid in case of their application legal relationship between participants of electronic interaction, being agreement parties, on condition of confirmation by the accredited confidential third party, either accredited certification center, or the other persons authorized by the parties of the specified agreement, compliance of digital signatures to requirements of the specified agreement. In cases if electronic interaction is performed with use of information systems, operators and (or) owners of which are state bodies, local government bodies, the Central bank of the Russian Federation, provisions of this part are not applied if other is not provided by the Federal Law.";
