The purpose of this Federal Law is creation of legal and organizational basis for implementation of delivery of loads on the territories with limited terms of delivery of loads located in borders of the municipalities relating to the region of the Far North and areas equated to them and state regulation of the prices of separate types of goods, trade allowances to the prices of them, rates for separate services.

This Federal Law governs the relations connected with implementation of delivery of loads on the territories with limited terms of delivery of loads located in borders of the municipalities relating to the region of the Far North and areas equated to them and also the relations connected with price fixation on separate types of goods, trade allowances to the prices of them, rates for separate services.
For the purposes of this Federal Law the following basic concepts are used:
1) the territories with limited terms of delivery of loads - the territories located in borders of municipalities in which in connection with geographical, climatic, infrastructure features there is no technical capability of implementation of year-round uninterrupted transport connection on highways at least with one municipality which is not relating to these territories;
2) the territories of northern delivery - the territories with limited terms of delivery of loads located in borders of the municipalities relating to the region of the Far North and areas equated to them;
3) northern delivery - complex of organizational, transport and logistic actions for regular, regular supply loads of northern delivery of the population of the territories of northern delivery, and also financial mechanisms of ensuring such supply;
