1. Determine that in case of determination of compliance of the citizens of the Russian Federation who acquired citizenship of the Russian Federation from May 11, 2014 to February 23, 2022 and constantly living during this period in the territory of the Donetsk People's Republic or the Luhansk People's Republic irrespective of the term of permanent residence and the citizens of the Russian Federation who were earlier consisting in citizenship of Ukraine and obtained citizenship of the Russian Federation since February 24, 2022, applying for substitution of positions of the public civil service of the Russian Federation, to the qualification requirements to years of service of the public civil service of the Russian Federation established by regulatory legal acts of the Russian Federation in the specified years of service the substitution periods from January 1, 1994 to day of substitution of the state or municipal positions, revenues to public service of the Russian Federation or municipal service in the Russian Federation of the following positions are set off, replaced according to the legislation of the Donetsk People's Republic, the Luhansk People's Republic, regulatory legal acts of the Zaporizhia region and Kherson region or the legislation of Ukraine (except for the periods of service in the military and other forming recognized in accordance with the legislation of the Russian Federation terrorist, the periods of voluntary membership in the organizations recognized in accordance with the legislation of the Russian Federation extremist, the periods of participation in illegal actions against the Donetsk People's Republic, the Luhansk People's Republic and their population, the periods of participation in fighting as a part of armed forces and other forming of Ukraine against the Russian Federation):

d) positions on which diplomatic ranks were appropriated;

e) positions on which class ranks of prosecutors were appropriated;

e) positions on which the military and special ranks were given;

g) positions in local government bodies on which ranks (ranks) were appropriated;

h) state positions of the Donetsk People's Republic and Luhansk People's Republic;

i) positions in the military civil authorities of the Zaporizhia region and Kherson region entered for the purpose of ensuring execution of powers of data of bodies;

j) other positions in the bodies of the public power operating according to the legislation of the Donetsk People's Republic, the Luhansk People's Republic, regulatory legal acts of the Zaporizhia region and Kherson region or the legislation of Ukraine which are entered for the purpose of ensuring execution of powers of data of bodies.

2. b) add with Item 15 (5) the following content:

"15(5). Bring in the list of positions, the periods of service (work) in which join in the years of service of the public civil service for award of pension for long service federal government civil servants approved by the Presidential decree of the Russian Federation of September 20, 2010 No. 1141 "About the list of positions, the periods of service (work) in which join in years of service of the public civil service for award of pension for long service of federal government civil servants" (The Russian Federation Code, 2010, No. 39, of Art. 4926; 2011, No. 4, Art. 572; No. 21, Art. 2928; 2017, No. 4, Art. 639; 2020, No. 1, Art. 7), following changes:

a) add with Item 14 (4) the following content:

Positions of heads, specialists, and also the elective offices replaced on permanent (regular) basis, in the state bodies and local government bodies formed according to the Constitution of the Ukrainian SSR, regulatory legal acts operating in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region, occupied from January 1, 1992 to December 31, 1993 by the citizens of the Russian Federation who acquired citizenship of the Russian Federation from May 11, 2014 to February 23, 2022 and constantly living during this period in the territory of the Donetsk People's Republic or the Luhansk People's Republic irrespective of the term of permanent residence and the citizens of the Russian Federation who were earlier consisting in citizenship of Ukraine and obtained citizenship of the Russian Federation since February 24, 2022";

b) add with Item 14 (5) the following content:

"14(5). Recommend to public authorities of subjects of the Russian Federation to provide in case of acceptance of the regulatory legal acts regulating questions of accounting of the periods of service (work) included in years of service of the public civil service of subjects of the Russian Federation and municipal service for award of pension for long service or introduction of changes in them the provisions similar to provisions of Items 14 (4) and 14(5) lists of positions, the periods of service (work) in which join in years of service of the public civil service for the award of pension for long service federal government civil servants approved by the Presidential decree of the Russian Federation of September 20, 2010 No. 1141 "About the list of positions, the periods of service (work) in which join in years of service of the public civil service for award of pension for long service of federal government civil servants" (in editions of this Decree).
