About strengthening of coordination of foreign economic relations of subjects of the Russian Federation

For the purpose of strengthening of coordination of foreign economic relations of subjects of the Russian Federation I decide:

1. Determine that the Ministry of Economic Development of the Russian Federation in system of federal executive bodies is the head body providing coordination of foreign economic relations of subjects of the Russian Federation.

2. To the Ministry of Economic Development of the Russian Federation:

a) provide respect for the principle of unity of state policy when implementing of subjects of the Russian Federation of foreign economic relations by public authorities;

b) coordinate work of federal executive bodies and public authorities of subjects of the Russian Federation on promotion of interests of subjects of the Russian Federation when implementing foreign economic relations with foreign states, their subjects or administrative-territorial educations taking into account provisions of the Presidential decree of the Russian Federation of November 8, 2011 No. 1478 "About the coordinating role of the Ministry of Foreign Affairs of the Russian Federation in carrying out the single foreign policy line of the Russian Federation";

c) carry out monitoring of implementation of international treaties of the Russian Federation concerning implementation of subjects of the Russian Federation of foreign economic relations by public authorities, and also protocols of meetings of the intergovernmental commissions on trade and economic and to sci-tech cooperation with foreign states on the specified questions;

d) make explanations concerning coordination of foreign economic relations of subjects of the Russian Federation;

e) perform government relations of foreign states and bodies of the international organizations for coordination of foreign economic relations of subjects of the Russian Federation taking into account provisions of the Presidential decree of the Russian Federation of November 8, 2011 No. 1478 "About the coordinating role of the Ministry of Foreign Affairs of the Russian Federation in carrying out the single foreign policy line of the Russian Federation";
