About introduction of amendments to the Law of Ukraine "About the Government budget of Ukraine for 2023"
The Verkhovna Rada of Ukraine decides:
I. Bring in the Law of Ukraine "About the Government budget of Ukraine for 2023" of November 3, 2022 No. 2710-IX (with the changes made by the laws of Ukraine of February 24, 2023 No. 2953-IX and of March 21, 2023 No. 2992-IX) the following changes:
1. Add with article 37 of the following content:
"Article 37. Determine that in 2023 means of the state Regional Development Fund are used according to the procedure, determined by the Cabinet of Ministers of Ukraine, taking into account such features.
Funds of the state Regional Development Fund are allocated for accomplishment of the investing programs and projects of regional development which are intended for recovery and development of regions with observance of the following proportions of distribution:
50 percent of means - equal parts between the Autonomous Republic of Crimea, areas and the cities of Kiev and Sevastopol;
50 percent of means - in addition equal parts between the Dnipropetrovsk, Donetsk, Zhytomyr, Zaporizhia, Kiev, Nikolaev, Odessa, Sumy, Kharkiv, Kherson, Chernihiv regions.
The investing programs and projects of regional development realized at the expense of means of the state Regional Development Fund are subject to joint financing from local budgets of at least 10 percent, and for budgets of the cities of Kiev and Sevastopol and budgets of city territorial communities with the population more than 225 thousand people - at least 50 percent.
The Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations give to the central executive body providing forming of the state regional policy, the offer with the list and the description of the investing programs and projects of regional development which underwent preliminary estimation by regional commissions and can be implemented at the expense of means of the state Regional Development Fund.
