About modification of some legal acts of Ukraine concerning functioning of organizations of execution of punishments and organizations of pre-trial detention in the period of warlike situation

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following legal acts of Ukraine:

1. In the Penitentiary code of Ukraine (The sheet of the Verkhovna Rada of Ukraine, 2004, Art. No. 3-4, 21):

1) in Article 11:

state part one in the following edition:

"1. Bodies of execution of punishments are: the central executive body realizing state policy in the field of execution of criminal penalties and probation, its territorial authorities, authorized bodies concerning probation";

the sixth to add part with the paragraph the second the following content:

"In corrective labor colonies of the minimum and average levels of safety sectors for serving sentence by the condemned minors, on condition of ensuring their isolation from the condemned full age persons and on condition of the respect for the relevant standards of food and material and household providing established for minor convicts can be created";

the ninth to state part in the following edition:

"9. Territorial authorities, authorized bodies concerning probation, arestny houses, correction centers, corrective labor and educational colonies, pre-trial detention centers will be organized and liquidated by the central executive body realizing state policy in the field of execution of criminal penalties and probation, and military units, guardrooms and disciplinary battalion - the Ministry of Defence of Ukraine";

2) in Article 18:

"During action of warlike situation in Ukraine and within two years after its termination or cancellation in pre-trial detention centers sectors of the maximum level of safety for serving sentence by the men sentenced to lifelong imprisonment taking into account their rights and obligations and with observance of requirements of strict isolation from other categories of persons which keep in these organizations can be created";
