About introduction of amendments to some laws of Ukraine concerning enhancement and digitalization of assessment procedure of impact on the environment

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Law of Ukraine "About environmental impact assessment" (Sheets of the Verkhovna Rada of Ukraine, 2017, No. 29, Art. 315 with the following changes):

Part one of Article 2 to add 1) with Item 6 of the following content:

"6) when implementing environmental impact assessment authorized territorial authority, and in the cases determined by parts three and the fourth article 5 of this Law - the authorized central body holds consultations according to the report on environmental impact assessment with other executive bodies and local government bodies according to their powers on the questions concerning the environment. The procedure for carrying out consultations with executive bodies and local government bodies on impact assessment on the environment and accounting of results of such consultations in case of decision making about possibility of implementation of the planned activities is established by the Central executive body providing forming of state policy in the field of protection of the surrounding environment. Such consultations are held in written and/or electronic form during the term of public discussion of the report on environmental impact assessment. In case of failure to provide notes and offers during certain term for consultations it is considered that notes and offers are absent. Information provided by executive bodies or local government bodies within the consultations determined by this Item is entered by authorized body in the Unified register on environmental impact assessment within one working day after completion of term of public discussion of the report on environmental impact assessment and will be promulgated by means of the unified register on environmental impact assessment";
