About measures for counteraction to unauthorized payment transactions

For the purpose of the prevention, identification of unauthorized transactions in the payment market of the Republic of Belarus and counteraction by it:

1. Determine that the National Bank will organize information exchange between law enforcement agencies and payment service providers on exchange of information about unauthorized payment transactions and attempts of their making (further - incidents).

Collection, obtaining, systematization, accumulating, storage, change, depersonalization, blocking, use, transfer, provision, distribution, removal, other information processing about incidents including the data which are bank secrecy, and personal data are performed by means of the automated system of processing of incidents of National Bank (further - ASOI) with observance of requirements of the legislation on information, informatization and information security, including about personal data.

Information transfer about incidents to National Bank from payment service providers is performed by means of ASOI. Payment service providers shall provide timeliness, completeness and accuracy of the information, transferred in ASOI.

2. National Bank:

determines types of payment services which suppliers report and obtain information on incidents;

establishes for payment service providers structure, form, procedure and term of transfer by them in National Bank of information on incidents, and also structure of information on incidents transferred by law enforcement agencies to National Bank;

establishes structure, form, procedure and terms of transfer by National Bank to payment service providers of information on incidents, and also structure of information on incidents transferred to law enforcement agencies;

provides from ASOI to payment service providers and law enforcement agencies information on incidents;

determines procedure and terms of response of payment service providers to the incidents received by means of ASOI and further provision of information on result of consideration of incident by them in ASOI;
