About enhancement of system of regulation of activities of the commodity and raw exchanges

For the purpose of ensuring execution of the resolution of the President of the Republic of Uzbekistan of November 24, 2022 No. PP-430 "About expansion of use of exchange mechanisms in industries of economy and enhancement of system of regulation of stock exchange trading" the DECIDES: Cabinet of Ministers

1. Approve:

a) Regulations on carrying out accreditation of the broker offices which are engaged in trade in commodity derivatives, including future trade, at the commodity and raw exchanges, and also establishment of the qualification requirements imposed to members of the exchanges, according to appendix No. 1 *, providing:

accreditation of the broker offices which are engaged in future trade, requirements to participants of future trade procedure for the admission and refusal in permission to participate in trade;

establishment of qualification requirements to broker offices and their traders for occupation future trade;

b) Rules of prevention of manipulation the prices, uses of internal (insider) information and different anti-competitive ways of extraction of the unreasonable income in process of the exchange biddings according to appendix No. 2 *, providing:

measures for prevention of manipulation the prices in the course of the exchange biddings and procedure for its identification;

the prohibited actions for non-admission of manipulation the prices members of the exchange;

establishment of restrictions and responsibility for accounting and use of internal (insider) information;

c) Regulations on the general requirements imposed to electronic trading systems of the commodity and raw exchanges, according to appendix No. 3 *, providing:

requirements to systems of electronic stock exchange trading for implementation of activities of the commodity and raw exchanges;

necessary software and requirements to the server;

ensuring level of information security and its protection, and also requirement of equal access for each participant of stock exchange trading.
