For the purpose of ensuring targeting and transparency of provision of the state support to families with low income level and needing improvement of housing conditions, to the women who appeared in difficult life situation, the youth which is actively participating in public life of the country and to other segments of the population of the same category and families needing improvement of housing conditions by means of social support of the population the DECIDES: Cabinet of Ministers
1. Take into consideration that No. UP-5886 "About Additional Measures for Enhancement of Mechanisms of Mortgage Lending" to individuals, including with low income level and needing improvement of housing conditions, are paid by the Presidential decree of the Republic of Uzbekistan of November 28, 2019 to subsidy at the expense of funds of the Government budget of the Republic of Uzbekistan for compensation of part of the initial contribution and percent on mortgage loan.
2. Approve Regulations on payment procedure to citizens of subsidies for acquisition of housing or the construction and reconstruction of individual apartment houses providing:
covering of part of the initial contribution and percent on mortgage loan on acquisition of housing at the expense of means of the Government budget of the Republic of Uzbekistan;
covering of part of percent on the mortgage loans allocated on individual housing at the expense of means of the Government budget of the Republic of Uzbekistan;
filing of application on receipt of subsidy by the citizens needing improvement of housing conditions, the applicant's assessment by social criteria;
the organization of activities of the commissions in the area (city) on selection of applicants for receipt of subsidy for acquisition of housing or construction and reconstruction of individual housing, and consideration of results of assessment by social criteria;
procedure for determination of acquired housing or individual housing under construction and reconstruction, calculation of subsidies for mortgage loan, registration of mortgage loan and payment of subsidies.

3-1. Establish according to the procedure of exception within target forecasts for payment of subsidies in 2020:
submission due date of the statement is prolonged for receipt of subsidy till December 31, 2020, and payment due date of subsidies - till December 1, 2021;
if after inclusion in the income of the applicant who addressed for receipt of subsidy, the income of his spouse (spouse) jointly living in one house of parents and children (including adopted) the size of the average monthly income is less than regulations specified in Item 2 provisions, approved by this resolution, then they can also join the income of other physical persons;
if the cost of housing chosen by the applicant exceeds the maximum cost of housing, possible for acquisition, specified in the notification, the maximum size of the mortgage loan allocated for acquisition of this housing No. PP-4701 is determined according to the resolution of the President of the Republic of Uzbekistan of May 1, 2020. At the same time the part of cost of acquired housing exceeding the maximum size of mortgage loan is paid at the expense of own means of the borrower and other sources which are not prohibited by the legislation, including funds of the subsidies allocated from the government budget for covering of part of the initial contribution in the city of Tashkent and the cities.
3-2. Determine that for persons who received notifications on provision of subsidies before adoption of the Presidential decree of the Republic of Uzbekistan of March 11, 2021 No. UP-6186 "About Additional Measures for Providing the Population with Housing by means of Allocation of Mortgage Loans on the basis of the Market Principles" by provision of mortgage loans and subsidies the conditions and the sizes operating in 2020 remain.
Take into consideration that to the income of the applicant who addressed for receipt of subsidy after adoption of the Presidential decree of the Republic of Uzbekistan of March 11, 2021 No. UP-6186, also the income of the close relatives who are not living together with it can be included.
3-3. The subsidy for compensation of part of percent on the mortgage loans allocated on construction and reconstruction of individual housing within new procedure is paid based on notifications on provision of subsidy before execution of cadastral documentation of the built (reconstructed) individual housing.
3-4. Within target parameters of allocation of subsidies on mortgage loans in 2021:
a) in case the cost of the acquired apartment exceeds the maximum cost of housing specified in the notification, the rest becomes covered by increase in the amount of the initial contribution.
At the same time the mortgage loan amount shall not exceed 85 percent from the maximum cost of acquired housing specified in the notification;
b) if the cost of acquired housing under the agreement is less than maximum cost of acquired housing specified in the notification on provision of subsidy the mortgage loan in the amount of 85 percent from the cost of housing specified in the agreement of mortgage loan and also 10 percent from the cost of housing specified in the agreement of subsidy for part of the initial contribution is charged.
4. To the Ministry of Economic Development and reducings poverty of the Republic of Uzbekistan, to the Ministry of Finance of the Republic of Uzbekistan, together with the Ministry of Justice of the Republic of Uzbekistan till April 1, 2020 to provide SUE Project Management Center of the Electronic Government and Digital Economy under the National agency of project management in case of the President of the Republic of Uzbekistan (further - the Center):
