For the purpose of ensuring the state control of production, conversion and realization of tobacco and tobacco products the Council of Ministers of the Republic of Tajikistan decides:
1. Determine that production, conversion of tobacco raw materials, realization of the tobacco fermented and tobacco products is monopoly of the state.
2. Assign to Tadzhikpishcheprom and Madad concern of function of the state supplier with development of plans forecasts of purchases of tobacco leaf for the republic, and to the Ministry of Agriculture and land reform of the Republic of Tajikistan - function of the producer.
3. Left according to the Resolution of the Supreme Council of the Republic of Tajikistan of June 24, 1993 to No. 779 "About the main directions of development of agricultural industry of the Republic of Tajikistan of 10 percent of gross production of tobacco leaf to recommend to farms to use for own needs only after fermentation it at the state companies.
4. Assign functions of issue of licenses for shipment of the made in the republic of the tobacco fermented and tobacco products to Tadzhikpishcheprom.
5. Charge to chairmen of regional district executive committees of tabakoseyushchy regions:
prohibit activities of the intermediary organizations, cooperatives, small enterprises and other commercial structures for purchase and sale of the tobacco raw materials and tobacco fermented and to export of these products out of republic limits;
to plan construction of the new fermentative companies taking into account ensuring with raw materials the existing capacities and after obligatory approval of this question of Tadzhikpishcheprom.
6. Charge to the State Customs Service to toughen control of export of the tobacco raw materials and tobacco fermented.
