In recent years in the country system work on strengthening of social protection of the population, expansion of scope and types of the social services to citizens rendered by the state is carried out.

Including twice in relation to GDP financing expenses of social programs increased, by 5 times the scope of the needy families receiving benefit extended, new types of benefits for the citizens occupied with care of persons with disability and children with disability are implemented.

Determination of persons with disability and other socially vulnerable categories of the population are in the Constitution accepted in the new edition that it is right disabled and lonely aged under protection of the state, requires reforming of this sphere on the basis of single approach.
