About measures for enhancement of system of financing of expenses on production of agricultural products and its purchases

1. Approve the offer of the Ministry of Agriculture, Ministry of Economics and finance and Agency on rendering services in agricultural industry (further - the Agency of agricultural services) about allocation to Fund of development of gardening and greenhouse facility of budget advance in 2022 - in the amount of 300 billion sum, in 2023 - in the amount of 400 billion sum for the term of 12 months, including eleven-months grace period, at the rate of 10 annual interest rates, at the expense of the means provided on the state support of the sphere of fruit-and-vegetable growing.

Assign to the Ministry of Economics and finance task of ensuring allocation according to requests of the Agency of agricultural services of additional budget advances at the expense of the returned means within year. At the same time to determine that the total amount of debt on the allocated budget advances shall not exceed in 2022 - 300 billion sum, in 2023 - 400 billion sum within this resolution.

2. Determine that borrowed funds at the expense of budget advance at the rate of 14 annual interest rates are allocated:

to agricultural enterprises - for rendering agricultural services and delivery of material resources, including seeds and saplings, necessary for cultivation of fruit, grapes, vegetables, potatoes, melon cultures, flowers, greens and herbs, mulberry, cocoons, corn grains, bean and oil-bearing crops (further - crops);

to processors, keepers and exporters, including the State unitary enterprise "Agroservice Operator", - on replenishment of the current assets required for purchase of the grown-up crops.
