This Law governs the public relations in the field of science and scientific and technical activities, determines the main legal, organizational, economic basis of implementation of scientific and scientific and technical activities, basis of functioning of system of scientific and technical information.
In this Law the following basic concepts are used:
1) postgraduate study (graduate military course) - form of preparation of the scientific and pedagogical and scientific personnel having competences on planning and independent carrying out research works and also the profound theoretical knowledge allowing to prepare individual scientific and qualification work (thesis) for degree of the candidate of science;
2) certification of the scientific and scientific and technical organizations - assessment procedure of activities of the scientific and scientific and technical organizations in general for the purpose of recognition of its compliance to the certain requirements established by authorized state body;
3) base of scientific and technical data - the data set which is sufficient for the established purpose is presented on the electronic medium in the form allowing to perform the automated conversion of information containing in it;
4) bank of scientific and technical data - the automated information retrieval system consisting of one or several bases of scientific and technical data and storage systems, processing and information search in them;
5) grant - non-paid subsidy to legal entities and physical persons in cash or natural form on carrying out scientific research, scientific and technical programs, projects and developmental works with the subsequent report on their use;
6) state policy in the field of science and scientific and technical activities - the component of social and economic policy of the state which expresses the relation of the state to scientific and scientific and technical activities determines the purposes, the directions, the principles, forms and methods of activities of the state in the field of science, scientific and technical activities and scientific and technical information;
7) the state order - the purchase order of goods, performance of works, rendering services at the expense of means of the government budget of the Kyrgyz Republic;
8) doctoral studies - form of preparation of the scientific and pedagogical and scientific personnel having competences of the organization of research work on the new direction of scientific research or conceptual development of the existing urgent directions of scientific research, analytical generalization of the results of scientific activities allowing to prepare individual scientific and qualification work (thesis) for degree of the doctor of science;
9) the doctor of science - the skill level appropriated to persons having academic degree of the candidate of science after successful defense of a thesis in doctoral studies and/or institute of competition;
10) the doctor of philosophy (PhD)/doctor on profile - the skill level of postgraduate professional education (basic doctoral studies) giving to persons which executed the appropriate training program and research work with defense of a thesis, the right for implementation of scientific and other professional activity;
11) innovation - the innovative product introduced into civil (economic) circulation;
12) scientific and innovative activities - the activities for transformation of innovation to innovation directed to creation and introduction in civil (economic) circulation of the innovative product received by results of research and development;
13) innovative product - new or advanced products, technology, service, and also new, organizational technical solution of production, administrative, commercial or other nature, which:
a) are created with use of results of intellectual activities, capable to legal protection;
b) have higher technical and economic or other rates in comparison with the analogs provided in certain segment of the market;
c) are competitive;
14) the candidate of science - the skill level appropriated to persons which studied in postgraduate study and/or institute of competition after successful defense of a thesis;
15) the scientific and scientific and technical worker - person with the higher education or the corresponding preparation in the form of magistracy, postgraduate study, PhD of doctoral studies, competition, doctoral studies which is professionally engaged in scientific, scientific and pedagogical and scientific and technical activities;
16) the scientific and scientific and technical organizations - legal entities who carry out research, developmental and design and survey and other scientific and technical works;
17) scientific and scientific and technical activities - the activities directed to obtaining, use of new knowledge for the solution of technological, engineering, economic, social, humanitarian and other tasks, ensuring functioning of science, the equipment and production as single system;
18) scientific infrastructure - the scientific laboratory and technical equipment, trial production, unique objects, and also other personal and real estate which is on balance of the scientific and scientific and technical organization;
