For the purpose of strengthening of responsibility of persons guilty of the case, death or plunder of the cattle and bird who are state or ownership in common, the Council of Ministers of the Republic of Tajikistan decides:

I. Determine that in case of case, the death or plunder of the cattle and bird belonging to the state and collective companies, persons, guilty of it, are brought to financial responsibility in sizes:

in case of presentation of claims to persons guilty of death and case of cattle, pigs, sheep and goats, horses and bird belonging to kolkhozes, sovkhozes, the intereconomic companies, others state to public associations, the amount of the loss indemnified by guilty persons shall be determined in the amount of the actual market value of the cattle and bird, and in case of death, will fall, the breeding or improved cattle and bird - at market prices of the breeding or improved cattle and bird;

in case of presentation of the claim to persons guilty of plunder of cattle, pigs, sheep and goats, horses and bird belonging to kolkhozes, sovkhozes, the unthrifty companies and other national and public associations, the sum of the loss indemnified by guilty persons shall be determined in extent of 2-fold market value.

2. Presentation of the claim is made irrespective of involvement of guilty persons to criminal liability.

3. Recommend to heads, boards of kolkhozes and other public associations, to oblige directors of the sovkhozes, the intereconomic companies and other state companies and the organizations containing livestock of the cattle and bird, to take measures to possible recovery of damage guilty of voluntary procedure, in particular in nature.

4. Operation of this resolution extends to rent collectives, Dehkan (farmer) farms, the individuals and entrepreneurs who received on fattening and content the cattle and bird at kolkhozes, sovkhozes and the intereconomic companies for the relevant agreements.
