About measures for health protection of mother and the child, strengthening of reproductive health of the population

In recent years in the country large-scale events for health protection of mother and the child, further strengthening of reproductive health of the population are held. In district (city) medical associations departments of anesthesiology resuscitation of children and the round-the-clock pediatric posts of the emergency medical care, in polyclinics - children's departments are created.

For structure of all medical crews additional states of pediatric nurses and midwifes are allocated. Free providing children, expectant mothers and women of fertile age with necessary vitamin complexes, iodine medicines, medicines of iron and folic acid is implemented.

For the purpose of strengthening of reproductive health of the population, health protection of mother and the child, and also creation of effective management system by medical institutions:

1. Agree with offers of the Ministry of Health by training since October 1, 2023:

The republican specialized scientific and practical medical center of health of mother and the child (further - the Center) based on the Republican specialized scientific and practical medical center of obstetrics and gynecology, the Republican center of reproductive health of the population and the Republican center "Screening of Mother and Child";

14 regional branches of the Center based on the territorial perinatal centers, the centers of reproductive health of the population and the centers "Screening of Mother and Child".

2. Implement advanced system of medical prevention and patronage of health protection of mothers according to which:

a) medical crews of organizations of primary health care:

reveal expectant mothers in the territory assigned to them, will organize acceptance on accounting and passing of periodic medical examination by them;

together with departments of antenatal clinic of district (city) multi-profile central clinics conduct regular monitoring of condition of expectant mothers, in case of detection of risk factors at them - send them to regional branches of the Center;

perform periodic patronage of mothers and children during the postnatal period and take measures for the prevention of undesirable pregnancy;

conduct propaganda activities on medical culture, prevention of diseases and planning of healthy family among the population of reproductive age and expectant mothers;

b) regional branches of the Center in the Republic of Karakalpakstan, areas and the city of Tashkent:

conduct physical examinations and treatment of women with the revealed risk factors, if necessary - send them to medical institutions of republican level;

conduct molecular medico-genetic examination of persons marrying of pregnant women and women of fertile age, and also babies;

provide with special medicines and food products of children with the revealed heritable diseases;

perform measures for planning of healthy family and the prevention of undesirable pregnancy;

c) The republican perinatal center renders:

all types of medical services to pregnant women with risk of premature birth and to the babies who were born before term (on 22 - 28 week);

the advisory help to expectant mothers and babies on the basis of special medical indications in regional branches of the Center, if necessary - in medical hospital;

d) Center:

implements in republican, territorial medical institutions and district (city) medical associations specialized and high-technology diagnostic and medical practicians when screening expectant mothers and newborn children, and also in case of prevention, diagnostics, treatment and rehabilitation of ekstragenitalny diseases among the population of reproductive age, inborn and heritable diseases;

will organize rendering obstetric and gynecologic, medico-genetic consulting services, services in planning of healthy family, molecular genetically to inspection, plastic and esthetic gynecology, auxiliary reproductive technologies, and also coordinates work in this direction;

takes part in the preparation and retraining of personnel capable to render qualified medical services to the population of reproductive age, expectant mothers and newborn children;

develops offers on carrying out fundamental, applied and innovative scientific researches and researches on diseases of the population of reproductive age, expectant mothers and newborn children, and also widespread introduction of their results;

will organize medico-preventive actions for the prevention of pathology of reproductive organs among teenagers;

realizes joint scientific projects in cooperation with the foreign research medical centers, clinics and educational institutions;

takes measures for forming of healthy family, implementation of advanced methods and technologies of health protection of mother and the child, and also detection of inborn and heritable diseases in the early prenatal and neonatal period, to the prevention of child mortality and inborn disability.

To the Ministry of Health since October 1, 2023 to organize training of specialists of organizations of primary health care in the implemented new system.

3. Determine that:

a) The center is legal successor by all rights, obligations and agreements of the Republican center of reproductive health of the population, the Republican center "Screening of Mother and Child" and Republican specialized scientific and practical medical center of obstetrics and gynecology;

regional branches of the Center - the relevant territorial perinatal centers, the centers of reproductive health of the population and the centers "Screening of Mother and Child";

b) The center and its regional branches perform methodical management of activities of obstetrical medical institutions;
