About measures for strengthening of level of social security of the population and increase in minimum wage, the operating official pay rates of employees of budgetary institutions and the organizations, pensions and grants

For the purpose of improvement of financial position of the population, strengthening of the stimulating role of the salary and increase in level of social security of the population I decide:

1. Perform since January 1, 2005 payment of allowances for class ranks to government employees, the stipulated in Clause 27 Laws of the Republic of Tajikistan of November 13, 1998 "About public service"

2. Establish since January 1, 2005 minimum wage in all industries of economy of the republic and minimum pension in the amount of 12 somoni a month.

3. Increase the operating official pay rates and the tariff charges of employees of the organizations and organizations financed from the Government budget in the following sizes since January 1, 2005:

- to workers of branch of science - 100 percent;

- to workers of industry of health care - 100 percent;

- to workers of industry of social protection of the population - 100 percent;

- to tutors of preschool institutions - 70 percent;

- to elementary school teachers (1-4) comprehensive schools - 70 percent:

- to teachers of 5-11 classes of comprehensive schools - 60 percent:

- to other workers of industry of education - 50 percent.

- to workers of industry of culture - 50 percent.

- to workers of other budget industries (except government employees of state governing bodies of local executive bodies of the government, the military personnel, faces of the private and the commanding structure of law-enforcement bodies of staff of other law enforcement agencies) - 50 percent:

- to workers of economic and support personnel of all state-financed organizations and organizations - 100 percent;

4. Increase since January 1, 2005 the sizes of work pensions of pensioners by application of coefficients of increase in the sizes of earnings from which pensions of the pensioner retired during the period are initially granted:

till 1994 - 86,5 coefficient

in 1994 - 79,8 coefficient

in 1995 - 30,2 coefficient
