About formation of the State agency on registration of vehicles and driver's structure under the Cabinet of Ministers of the Kyrgyz Republic

For the purpose of streamlining of questions of registration of vehicles, decrease in corruption risks in case of issue of car driver licenses and the admission of drivers to control of vehicles, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:

1. Form the State agency on registration of vehicles and driver's structure under the Cabinet of Ministers of the Kyrgyz Republic (further - the State agency) based on Public institution "Unaa" of the Ministry of Internal Affairs of the Kyrgyz Republic.

2. Determine that:

- The state agency is legal successor of Public institution "Unaa" of the Ministry of Internal Affairs of the Kyrgyz Republic;

- the acting employees of Public institution "Unaa" of the Ministry of Internal Affairs of the Kyrgyz Republic performing according to function posts carried to maintaining the State agency are subject to reassignment in the State agency according to qualification requirements;

- compensation of employees of the State agency, including technical and service personnel, is made on the operating work payment terms established by the legislation of the Kyrgyz Republic.

3. Determine that the State agency is the authorized state body responsible for development and realization of state policy in the following spheres:

- registration and re-registration of vehicles and trail cars to them, special technological machines, and also driver's structure;

- carrying out and acceptance of qualification examinations and issue of car driver licenses on the right of control of vehicles and certificates of the tractor operator-driver on the right of control of self-propelled technological machines;

- production of the state registration registration plates for vehicles;
