1. Reorganize the state company "Research Institution in Construction of "INCERCOM"" by transformation to public organization "Bureau on Arrangement of the Territory, Town Planning, Construction and Housing".

2. The public organization "Bureau on Arrangement of the Territory, Town Planning, Construction and Housing" is successor of the rights and obligations of the state company "Research Institution in Construction of "INCERCOM"".

3. To the ministry of infrastructure and regional development to perform function of the founder of public organization "Bureau on Arrangement of the Territory, Town Planning, Construction and Housing" on behalf of the state.
