This Federal Law determines organization-legal bases of creation and activities of departmental protection.
For the purpose of this Federal Law the following basic concepts are used:
departmental protection - set created by the federal state bodies having the right to creation of departmental protection, federal executive bodies, the supreme executive body of the subject of the Russian Federation - the federal city of Moscow and the organizations of the governing bodies, forces and means intended for protection of objects for the purpose of prevention of illegal encroachments and accomplishment of other tasks assigned to departmental protection;
protection - the activities for providing condition of security of object of protection (the protected object) performed for the purpose of the solution of the tasks assigned to departmental protection;
the protected objects - buildings, structures, constructions adjoining to them the territories and water areas, vehicles, and also loads including in case of their transportation, the money and other property (further - property) which are subject to protection for the purpose of prevention of illegal encroachments;
access control - the procedure provided with set of the actions and rules excluding possibility of uncontrolled entrance (exit) of persons, entrance (departure) of vehicles, bringing (carrying out), import (export) of property to the protected objects and from the protected objects;
the inside mode - the procedure provided with set of the actions and rules which are carried out by persons which are on the protected objects according to requirements of the internal labor schedule and fire safety.
