"4. Employees of public institutions and judges, except as specified, provided by the Law can privatize the office dwellings occupied by them on residual cost if they worked in public service, in state-financed organizations, the state companies or in judgeship (including stay term on the state elective office) at least ten years (in total), and also irrespective of work term if employment relationships are stopped on the following bases:

1) liquidation of the organization, reducing number or staff of workers;

2) in connection with the disease interfering further work;

3) in connection with retirement.
