Determine that persons specified in Items 1, of 3, of 4, of 9, of the 11 and 12 article 4 of the Federal law "About Counteraction to Unauthorized Use of the Insider Information and to Market Manipulation and about Modification of Separate Legal Acts of the Russian Federation" (further - insiders) having the right to perform disclosure of the insider information which is subject to disclosure according to requirements of the Federal Law "About Counteraction to Unauthorized Use of the Insider Information and to Market Manipulation and about Modification of Separate Legal Acts of the Russian Federation" regardless of the purposes and disclosure forms in narrow structure and (or) amount if disclosure of the insider information brings (can bring) to introduction of rationing arrangements foreign states, national associations and (or) the unions and (or) the public (interstate) institutions of foreign states or national associations and (or) the unions (further - rationing arrangements) concerning insiders and (or) other persons, in the following cases:

if concerning the insider rationing arrangements are effective (has the right not to open the insider information according to the list according to appendix);

if the insider is the credit institution referred to category of authorized banks according to the Federal Law "About the State Defense Order" (has the right not to open the insider information provided by appendix to this resolution);
