About modification of the Order of the Government of the Russian Federation of July 31, 2015 No. 779

Approve the enclosed changes which are made to the order of the Government of the Russian Federation of July 31, 2015 No. 779 "About industrial clusters and the specialized organizations of industrial clusters" (The Russian Federation Code, 2015, No. 32, Art. 4768; 2022, No. 52, Art. 9633).

Changes which are made to the Order of the Government of the Russian Federation of July 31, 2015 No. 779

1. In requirements to industrial clusters and the specialized organizations of industrial clusters for the purpose of application of the measures of stimulation of activities to them in the field of the industry approved by the specified resolution:

a) in Item 2:

the fourth to state the paragraph in the following edition:

"import-substituting industrial output of industrial cluster" - the industrial output of industrial cluster included in the commodity nomenclature as a part of industry plans of import substitution and (or) the list of the critical components necessary for industries created by the interdepartmental commission on questions of development of production of critical component parts according to Regulations on the interdepartmental commission on the questions of development of production of critical component parts approved by the order of the Government of the Russian Federation of February 18, 2022 No. 208 "About provision of subsidy from the federal budget of autonomous nonprofit organization "Technology Development Agency" for support of the projects providing development of design documentation on the components necessary for industries", and (or) the list of priority products the determined Interdepartmental commission on questions of preferential crediting of the investment projects directed to production of priority products according to Regulations on the Interdepartmental commission on questions of preferential crediting of the investment projects directed to production of priority products, the approved order of the Government of the Russian Federation of February 22, 2023 to No. 295 "About the state support of the organizations realizing the investment projects directed to production of priority products" based on technique of determination of the list of the priority products established by the Ministry of Industry and Trade of the Russian Federation and (or) the list of criteria of projects of technological sovereignty (taxonomy of the projects of technological sovereignty) which are appendix No. 1 to the priority directions of projects of technological sovereignty and projects of structural adaptation of economy of the Russian Federation the approved order of the Government of the Russian Federation of April 15, 2023 to No. 603 "About approval of the priority directions of projects of technological sovereignty and projects of structural adaptation of economy of the Russian Federation and Regulations on conditions of reference of projects to projects of technological sovereignty and projects of structural adaptation of economy of the Russian Federation, about submission of data on projects of technological sovereignty and projects of structural adaptation of economy of the Russian Federation and maintaining the register of the specified projects, and also about requirements to the organizations, authorized to represent the conclusions about compliance of projects to requirements to projects of technological sovereignty and to projects of structural adaptation of economy of the Russian Federation;";

the tenth to state the paragraph in the following edition:

"the participant of industrial cluster" - the subject of activities in the field of the industry which assumed obligations on delivery and (or) on acquisition of industrial output of industrial cluster and (or) on accomplishment by own forces of the works and (or) services of production nature necessary for ensuring production by participants of industrial cluster of industrial output according to the agreement on delivery of industrial output of industrial cluster and (or) with the agreement on project implementation on production of import-substituting industrial output of industrial cluster, and (or) with the special investment contract signed according to article 16 of the Federal law "About Industrial Policy in the Russian Federation" (further - the special investment contract), and (or) with the agreement on performance of works and (or) services of production nature;";

the eleventh to add the paragraph with words ", and (or) with the agreement on performance of works and (or) services of production nature";

add with paragraphs of the following content:

"the agreement on performance of works and (or) services of production nature" - the agreements and (or) the provisional agreement containing the obligation on accomplishment by own forces of the works and (or) services of production nature necessary for ensuring production by participants of industrial cluster of industrial output, signed between participants of industrial cluster in accordance with the legislation of the Russian Federation;

"works and (or) services of production nature" - accomplishment of the transactions necessary for production of industrial output, including transactions on production preparation, processing of raw materials (materials), control of observance of engineering procedures, maintenance of fixed assets and other similar transactions.";

b) in the subitem "an" of Item 3 of the word "and (or) agreements on delivery of industrial output of industrial cluster" shall be replaced with words ", and (or) agreements on delivery of industrial output of industrial cluster, and (or) the agreement on performance of works and (or) services of production nature";

c) in item 4:

e) add Item 7 with the subitem "v" of the following content:

"c) start date and end date (effective period) of the agreement on project implementation on production of import-substituting industrial output of industrial cluster.";

e) the paragraph one of Item 8 to add with the words "one or several following cost types".

2. In Rules of confirmation of conformity of industrial cluster and the specialized organization of industrial cluster to requirements to industrial clusters and the specialized organizations of industrial clusters for the purpose of application of the measures of stimulation of activities to them in the field of the industry approved by the specified resolution:

c) in the subitem "b" of Item 16 and the subitem "b" of Item 20 to replace the word "decision" in the corresponding case with the word "notification" in the corresponding case;

d) in appendix to the specified Rules:

in Item 2:

"agreements on delivery of industrial output of industrial cluster" to add the subitem "b" after words with words ", and (or) agreements on performance of works and (or) services of production nature";
