I ORDER:

1. Bring in the order of the Minister of national economy of the Republic of Kazakhstan of August 13, 2019 No. 73 "About approval of Rules of implementation of activities by subjects of natural monopolies" (it is registered in the Register of state registration of regulatory legal acts for No. 19242) the following changes and amendment:

1) discrepancies of the subject of natural monopoly to the conditions for participation in the wholesale market of electrical energy shown to consumers;

2) purchases of gas at the gas-distributing organizations according to the legislation of the Republic of Kazakhstan on gas and gas supply;

3) purchases of electrical energy according to the legislation of the Republic of Kazakhstan on power industry.

At the same time the procedure of purchases of strategic goods is performed by tender method according to these rules.";

state Item 206 in the following edition:

"206. Issue of specifications on connection to networks of the subject of natural monopoly according to the statement of bodies of architecture and town planning is performed by the subject of natural monopoly:

1) for technically simple objects - within five working days;

2) for technically difficult objects - within ten working days.

Specifications on connection to networks of the subject of natural monopoly or increase in amount of regulated service are issued for the normative period of designing, construction and are represented by bodies of architecture and town planning to the state town-planning inventory.
