About access to socially significant information

The Parliament adopts this organic law.

Chapter I General provisions

Article 1. Law purpose

The purpose of this law is ensuring transparency of activities of the public sector.

Article 2. Subject and scope

(This law regulates 1):

a) procedure for realization and protection of the right to access to socially significant information;

b) obligations of suppliers of information on ensuring access to socially significant information;

c) legal responsibility for violation of regulations on access to socially significant information;

d) mechanism of monitoring and control of accomplishment of the law.

(2) This law does not affect the special situations containing in other regulations, on information access, being at her suppliers.

(3) Access to nature protection information is provided according to the procedure, established by the Government.

Article 3. Principles of access to socially significant information

Ensuring access to socially significant information is based on the following principles:

a) the principle of provision of socially significant information - all information which is possessed by suppliers of information is recognized public;

b) the principle of obligatory publication of socially significant information - suppliers of information shall publish and distribute all socially significant information on pro-active basis;

c) the principle of implementation of open management - bodies of the public power shall implement culture of transparency and openness among public agents and the population right to information;

d) the principle of assistance to access to socially significant information - suppliers of information shall give help to all interested persons, in particular persons with special needs, in case of filing of applications, obtaining and interpretation of the answer. Applications for provision of information shall be considered and satisfied timely and without prejudice;
