About remote identification of users of services of telecommunication and activation of services of telecommunication
Based on part one of Item 11 of Rules of rendering the services of telecommunication approved by the resolution of Council of Ministers of the Republic of Belarus of August 17, 2006 No. 1055, of subitem 6.1 of Item 6 of the Regulations on the Ministry of Communications and Informatization of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of March 17, 2004 No. 302, the Ministry of Communications and Informatization of the Republic of Belarus DECIDES:
1. Determine that:
1.1. in case of the conclusion of the service provision agreement of telecommunication without personal presence of other party by the operator of telecommunication, the service provider of telecommunication carries out remote identification of such party - the physical person which reached age of 18 years and having the identity document provided by part one of subitem 1.1 of Item 1 of the Presidential decree of the Republic of Belarus of June 3, 2008 No. 294 "About documentation of the population of the Republic of Belarus" (further - the user);
1.2. for carrying out remote identification of the user by the operator of telecommunication, the service provider of telecommunication it is provided:
production photo and (or) the video record with legible display of face of the user and the document proving his identity which allows to differentiate: for the identity documents made in book format - the color image of the owner, the specimen signature, data on the owner; for biometric identity documents (further - the biometric document), - data of personalisation;
