About measures for creation of Fund of project development of public-private partnership in Uzbekistan

For the purpose of involvement of foreign and domestic consultants and the consulting companies to high-quality development and effective projects implementation of public-private partnership with assistance of the international financial institutions:

1. Take into consideration that between the Ministry of Economics and finance and the European Bank for Reconstruction and Development (further - the EBRD) signed the Memorandum of understanding on creation of Fund of project development of public-private partnership in Uzbekistan (further - Fund) under control of the EBRD for a period of 5 years (with condition of the subsequent prolongation) and the corresponding business plan is developed.

2. Approve offers of the Ministry of Economics and finance and the EBRD about:

creation of the EBRD of Group on management of Fund without the status of the legal entity for management of activities of Fund;

accountabilities of Group of management of Fund in the activities before the EBRD;

forming of Fund at the expense of the grant funds in the amount of 10 million euros raised by the EBRD, and borrowing facilities of the EBRD in the amount of 10 million euros provided to the Republic of Uzbekistan;

allocation by Fund of funds for involvement of consultants and the consulting companies (further - consultants) to development of the concept, financial model, the estimative and tender documentation of projects and agreements of public-private partnership (further - PPP) on the projects of PPP realized only on tender basis and also the organization and carrying out tender processes, training of the domestic specialists working with projects of PPP and other purposes connected with development of the sphere of PPP;

involvement of consultants at the expense of Fund according to internal purchasing regulations of the EBRD;

return to Fund of the funds allocated from Fund within projects of PPP, as a rule, by the private partners determined by results of tenders;
