RESOLUTION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

O measures for further reforming of the hydroenergy sphere

(as amended of the Resolution of the President of the Republic of Uzbekistan of 12.07.2024 No. PP-252)

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of April 8, 2022 No. UP-101 "About the Next Reforms on Creation of Conditions for Stable Economic Growth by Improvement of the Entrepreneurial Circle and Private Sector Development":

1. For the purpose of further building-up of capacities of hydropower to agree with offers of the Department of Energy, the Ministry of investments, the industry and trade and JSC Uzbekgidroenergo (further - Society) about bringing until the end of total 2028 of capacity of hydroelectric power stations to 5 507,8 MW, including creation of additional 3 279,8 MW of capacities for the realization account of the project on construction of total pumped storage power plants capacity of 1600 MW.

2. Approve the List of the equipment, component parts and the spare parts necessary for construction and operation of small hydroelectric power stations, and also recommended for localization in 2023 - 2025 on cooperation basis according to appendix No. 4.

3. Determine that:

requirements of the resolution of the President of the Republic of Uzbekistan of December 10, 2021 "About additional measures for further development of hydropower" are applied No. PP-44 to the projects provided by appendices No. No. 1 and 2 to the resolution of the President of the Republic of Uzbekistan of July 12, 2024 No. PP-252 "About acceleration of measures for reforming of the hydroenergy sphere;

after creation of wholesale and retail electricity markets the payment for the electric power developed by the regulating hydroelectric power stations, including pumped storage power plants will be performed based on separate procedure (payment for capacity);

Society can take part in quality of the state partner or in cooperation with private investors in the projects realized on the basis of public-private partnership in cases when these projects are interconnected and also the projects realized by it can make direct impact on hydroelectric power station as a part of Society;
