About measures for radical reforming of the sphere of rail transport of the Republic of Uzbekistan

For the purpose of reforming of the sphere of rail transport, creation of healthy competitive environment, broad attraction in industry of private sector, digitalization of business processes, implementation of modern methods of management, and also effective use of transit capacity of the republic:

1. Determine priority tasks of step-by-step reforming of the sphere of rail transport:

attraction of private investments into transportation process by forming of the competition and creation of the attractive investment circle in the market of services of rail transport;

acceleration of works on transformation and digitalization of the railway sphere, providing, qualities, safety, stability, reliability and uninterruptedness of process of rendering services;

strengthening of financial position of the railway companies, decrease in cost and costs for passenger and freight transportation, creation of the accountable and stimulating circle for ensuring operating efficiency;

providing to subjects of entrepreneurship of the right of the free choice of operators of the cars providing services of rail haulings;

creation of opportunities for independent development of the directions and spheres having high economic and financial potential including entry into the domestic and international financial markets, and also attraction of credit resources without the state support when rendering railway services;

radical improvement of corporate management system in the companies of railway industry with the state share attraction to the sphere of qualified foreign managers and specialists.

2. Approve the offer of the Ministry of Economics and finance and the Ministry of transport on creation till January 1, 2024 based on JSC Uzbekiston temir yullari and the companies in its structure of the following organizations for the separate directions:
